DeepCity designs, takes over, and runs the digital systems that organizations cannot afford to get wrong — infrastructure, security, compliance, and the automation layer that sits on top.
The practice started in 2000 as a group of engineers doing contracted enterprise work. Heaven ENT Networks was registered in 2004. DeepCity, Inc. was incorporated in December 2009 to take that work out of the retail shop and into a firm that could own the full stack: architecture, operations, and control. From 2008 to 2023 we operated one of the early retail private clouds in the United States. First customers were small hedge funds, medical practices, and real-estate firms. The argument has not changed: you do not need a server in a closet to run like an institution.
We take environments as they are. Existing products and vendors stay where they still work. We close gaps, integrate what is already paid for, and stand up what is missing — without forcing a rip-and-replace that costs the customer money or reputation. Where a program has to be national in scale, we treat security, interoperability, and trust as design constraints, not as a slide at the end.

DeepCity has taken operators through listings and exits, including a Connecticut hedge fund through IPO and start-ups through sale. We have been engaged as a third-party assessor on investment and acquisition diligence. Since 2023 we have also delivered sovereign AI, government-relations, and national-automation work for a UAE holding across the Middle East, North Africa, the East African Union, Central Asia, and South-East Asia.
Technology Integrity Council
DeepCity is a contributing member of the Technology Integrity Council, a nonprofit that began as a union of supporters and is building the ruleset for how AI is developed and how infrastructure is stood up — inside specified ethical bounds, not after the fact. The Council’s first mandate is three core standards, with matching training and certification so the standard can be taught, audited, and enforced. We treat that work as part of operating discipline, not as a separate brand.
